Shaping the future of ELCC together

BT was founded in 2023 by children's services leader and economic developer Michelle Schurter. Recognizing the gaps that existed within our municipal systems and hearing the challenges municipalities were facing, Michelle envisioned a collaborative approach.

 

BT is founded on three pillars: New Allies, building partnerships with community leaders; New Narratives, shaping ELCC discourse; and New Models, raising the bar for ELCC professionals through innovative practice.

Project Lead - New Narratives

Dr. Emis Akbari

Emis Akbari Headshot - Better Together for Early Years.jpg

Emis Akbari is the Executive Director of the Atkinson Centre and a Professor and Program Coordinator at the School of Early Childhood at George Brown College. Her current research evaluates changes in policy related to early childhood development and education at all levels of government. Dr. Akbari is the co-author of the Early Childhood Education Report. This report provides a snapshot of federal/provincial/territorial early education provisions. It also compares Canada to other developed economies. She is a member of the scientific advisory committee for the Encyclopedia on Early Childhood Development. She is the co-principal investigator of the Knowing Our Numbers Project, examining the status of the ECE workforce in Ontario. She completed her Ph.D. in the Department of Psychology at the University of Toronto in developmental behavioural neuroendocrinology.

Jeff Wilmer

Jeff Willmer worked as a professional planner in Ontario for over 20 years, including both public and private sector work, in urban and rural communities. He served as Director of Planning, and later as Chief Administrative Officer, for the City of Kitchener until his retirement in 2017.  In retirement Jeff has been active as a founder and volunteer with A Better Tent City, a community of tiny homes for 50 people who were experiencing sheltered homelessness.

Kerry McGuaig

Kerry McCuiag Headshot - Better Together for Early Years.png

Kerry McCuaig co-developed and produces the Early Childhood Education Report, which tracks provincial/territorial progress in early years program development. She co-authored Early Years Study 3, Making Decisions, Taking Action with Margaret McCain and the late Fraser Mustard. Kerry has had a long involvement in early childhood policy including as a founder of Toronto First Duty, a pioneer in the integrated delivery of early childhood programming. She supported similar integrated ECE service models in Atlantic Canada. She has authored several publications, including those commissioned by the Senate of Canada, the Toronto Board of Trade, and the governments of Manitoba, New Brunswick, the Northwest Territories, British Columbia, Ontario and the City of Toronto as well as reports for labour, women’s and community organizations. Kerry is a frequent speaker at national and international conferences.

By uniting expertise, vision, and commitment, Better Together co-creates innovative solutions to tackle the complex challenges facing early learning & childcare innovation in communities.

Wait lists

In 2023, more than 60% of parents wanting child care reported difficulties finding it.

For some families, the cost is still too high.

Quality

Between 2021 and 2023, the number of regulated spaces in Canada grew 9.2%.

As access increases, quality of childcare must also.

Education

In 2022, 78% of centres had waitlists, while 34% struggled to fill vacancies with credentialed early childcare professionals. 

In Ontario, ECEs must register with CECE and complete a two-year early childhood education diploma.

Work Force

A year post-graduation, half of new ECE grads juggle multiple part-time jobs.

ECE graduates aren’t entering child care, and existing workers aren’t staying

Navigating Early Years Through Systems Thinking

A Collaborative Vision

Fuelled by the launch of CWELCC in 2023, The Better Together concept piloted by six innovative Ontario municipalities and led by Michelle Schurter was launched to address the opportunity for growth in quality child care services in Canada.

 

Better Together recognized that the challenges facing Early Learning and Child Care (ELCC) in Canadian communities are too complex and integrated for any single community to tackle alone. So, a collaborative approach was piloted where municipal leaders could work, learn and co-create together.

With the launching of peer-to-peer leadership circles, joint projects and collective publications BT has been leveraging  collective resources and synergies to become more than the sum of its parts - embodying the ethos of Better Together.
